Amnesty International has called on Nigerian security agencies to investigate and hold Borno State Commissioner Sainna Buba accountable over remarks he allegedly made at a ruling All Progressives Congress (APC) rally in Maiduguri on August 29, 2026.
In a statement, the human rights organisation expressed concern that no action had reportedly been taken against the commissioner despite what it described as publicly available evidence concerning his remarks.
Amnesty International said the reported threat to cut off the fingers of people who may choose not to vote for the APC should not be dismissed as figurative language, describing it as a direct threat against voters.
The organisation further characterised the commissioner’s remarks as potentially inciting and called for appropriate legal action, while stressing that political office holders have a responsibility to respect citizens’ rights and democratic freedoms.
According to Amnesty International, residents of Borno State must be able to exercise their right to vote freely and make political choices without intimidation, threats or coercion.
The rights group also emphasised the importance of protecting personal liberty and maintaining an open civic space in the period leading to the 2027 general elections.
Amnesty International said it would continue to investigate, document and preserve evidence of alleged incitement, threats and human rights abuses before, during and after the 2027 elections.
